'Dangerous' mental hospital escapee caught in NorCal

Hawaii's Gov. David Ige said the public and authorities should have been made aware of the incident sooner, and said the state has started a review of the hospital's practices.

A medical staffer at the Hawaii State Hospital who has worked with Saito says he's a master at getting people to do what he wants. He then somehow chartered a plane to Maui before boarding another airplane to San Jose, authorities said. That flight landed about 7:30 p.m. Sunday.

It's not known whether Saito is still in California, though officials have said he has family there.

Federal Bureau of Investigation and U.S. Marshals Service have joined police in the manhunt, the Associated Press reported. Her body, stabbed and shot, was found in her vehicle at Ala Moana Center.

Himelblau said there is nearly no chance that Hawaii won't request extradition, given Saito's violent history. "The type of crime he committed was really heinous, the circumstances surrounding the murder, so that's our main concern", says Tashima. In 2015, Perkins denied Saito's renewed request for unescorted off-grounds privileges. "Even with an escort", Tashima said.

Saito was sent to the hospital in 1981 after acknowledging he shot Sandra Yamashiro with a pellet gun and then repeatedly stabbed her in her vehicle, which was parked at a shopping mall, according to court records.

On Sunday, he failed to check in. Police said he boarded a plane to Maui.

"He said, 'I flew from Hawaii to San Jose and then I caught a cab to Stockton, '" Hamman said.

Students at nearby Windward Community College say they were notified late Sunday night.

"Based on my psychological evaluation of Mr. Saito that the report which I wrote was based on, it was not my opinion at that time that he represented an imminent danger to himself or to others", said Marvin Acklin.




Police released images purportedly showing Saito in the back of a taxi cab on his way to the airport. Cameras captured him wearing a red jacket, trousers and a button-up aloha shirt.

A judge previously denied Saito his release from the mental hospital as authorities said he "fills all the criteria of a classic serial killer". After the murder, Saito was reportedly diagnosed with sexual sadism and necrophilia, or sexual attraction to corpses.

Prosecutors vehemently opposed his acquittal.

"The defendant committed a cold-blooded murder", the prosecutor said.

In 1981, his attorney did not contest Saito's committal, saying he was unsafe and "intends to do it again".

The state says that as the investigation continues, more Hawaii State Hospital employees may be taken off duty.

A Health Department spokeswoman would not elaborate on Saito's restrictions.

Court records say a man captured in California after escaping from a Hawaii psychiatric hospital had relationships with three hospital staff members over the years.

Saito is described as being 6 feet tall and heavy set with black hair.
