With Chennai Super Kings (CSK) and Rajasthan Royals returning to the fold after serving two-year suspensions, the GC also decided that the two franchises can retain or exercise the RTM options from a pool of players "who played for them respectively in IPL 2015 and who were part of RPS (Rising Pune Supergiant) and GL (Gujarat Lions) squads in IPL 2017".

The governing council of the tournament came to the conclusion that the IPL franchises will be able to retain a maximum of five players through a combination of pre-auction retention and Right To Match (RTM) cards. In the event of the franchise not retaining a player directly, they will be allowed to use their right to match thrice during the player auction. That means a franchise not opting to directly retain any player will still be allowed only a maximum of three RTMs at the player auction.

The auction reserve prices have also been increased, with a hike of Rs 10 lakh in the prices for uncapped players, which will now begin from Rs 20, 30 or 40 lakh. The guideline is if a franchise retains three players it will have Rs 15 crore, Rs 11 crore and Rs 7 crore respectively deducted from its player purse of Rs 80 crores. So we are fine with that. At least 75 percent of the salary cap will have to be spent during each season. However, the other three price slabs (Rs 1 crore, 1.5 crore and 2 crore) remain the same.

If the franchise retains one player: The cost of the player will be 12.5 crores INR.
