But on Tuesday Mr Zuma said: "Any further delay will make the public doubt government's determination to dismantle all forms of corruption, and entrench the public perception that the state has been captured by private interests for nefarious and self-enrichment purposes".

Mkhwebane welcomed President Jacob Zuma's announcement of a commission of inquiry into state capture.

Corruption allegations have tarnished Zuma's image as well as eroded his support base and he was ordered last month to appoint a judicial inquiry into the alleged graft within 30 days.

Zuma, who has denied wrongdoing, said he has appealed the order to pay the costs himself but is moving ahead with a commission of inquiry because "this matter has occupied the public mind for some time now and deserves urgent attention". Zuma lost that application but said he intends appealing. This could result in an investigation that could span years and take the focus off the Gupta family. The Zondo Commission has to work along the lines of compliance with the recommendations and findings of the report from the former Public Protector, Thuli Madonsela, commented Neeshan Balton, the Foundation's Executive Director.

Kenyan President Uhuru Kenyatta on Thursday travelled to South Africa on a three-day official visit aimed at boosting bilateral ties between the two countries.

"There should be no area of corruption and culprit that should be spared the extent of this commission of inquiry", Mr Zuma added.




The Public Protector's Cleopatra Mosana says that Mkhwebane wants to ensure that the state of capture commission of inquiry is not limited to the issues identified in the initial report.

Zuma had, until now, been reluctant to appoint the commission on the basis that he wanted the courts to clarity certain aspects of Madonsela's ruling he was not happy with.

"I am also mindful of the concerns raised by the public protector in her report, wherein she lamented the lack of resources to conduct a wider inquiry into this matter", said Zuma.

"Accordingly, by making more resources available, it is my honest hope that the commission will be able to reach many of those areas of concern that may not have been reached by the Public Protector's investigation, but form part of what she might have investigated, had she had sufficient resources to do so".

Balton said the Foundation also hoped that the commission paves the way for prosecution of all individuals found to be guilty of flouting the law and disregarding the Constitution, irrespective of what office or position the individual may hold.

"There is nothing under the sun stopping president Zuma or any president from initiating twenty judicial inquiries into state capture by white monopoly capital".
