About a month after word first leaked that the White House wanted to develop a pair of new low-yield nuclear warheads, Defense Secretary James Mattis on Tuesday characterized the proposal as a "bargaining chip" to persuade Russian Federation to freeze what the United States says is a nuclear-capable cruise missile program.

Mattis' testimony came just before the House was to vote on a bill to enact yet another continuing resolution that would also separate defense funding from domestic spending and lift budget caps under sequestration mandated by the Budget Control Act of 2011.

Smith added the United States can not continue to operate on "wasteful continuing resolutions" and pushed lawmakers to find a way to eliminate sequestration and the mandatory budget caps imposed by the Budget Control Act of 2011.
